INTRODUCTION
Equality is termed as a state where each individual is considered equal and no discrimination is made on the basis of cast, religion, colour, gender, nationality and the personal preferences of an individual. Establishing equality is one of the primary concern that government of each nation is highly concerned with and taking all possible steps to establishing equality. In this regard Equality Act 2010 was introduced in UK that sets out when someone is considered to be disabled and protected form discrimination. This is an act of parliament and considered with a primary purpose of consolidating, updating and supplementing various issues related to inequality experienced in different sectors (Bailey, 2017). In Equality Act there are several policies are issues that are specifically designed to govern a specific purpose. Anti bullying policy is one of the major step which is taken towards establishing equality among the education sector of UK. In this project report a detailed discussion will be done for this policy including its objectives, how the issue got on the agenda. Together with this evidence basis, policy formulation process and theories underpinned the development of the policy.

Introduction of Equality act generated number of policies that are implemented in whole UK so that inequality in various forms can be minimised. Scope of introducing equality was high as different forms of inequalities are recorded in various sectors. Among all of them bullying a child in school was considered quite important. When a child is continuously bulled at school or any educational promises then a form of discrimination started to appear among them. At the small age this creates different form of mental disorders and government of UK needs to consider this issue quite seriously. One of the highly appreciated government policy in this relation is issues named as “Anti-Bullying Policy”. It is launched in the year 2006 in Education and Inspections Act (Jacobs and de Wet, 2018). Section 89 of this act defines a set of policies that schools must follow in order to encourage good behaviour and prevent all forms of bullying among pupils.
Initiative of the policy was taken by a journalist Liz Carnell and Son John and approval top this policy was provided in the year 2006. The policy was included in one of the parliament act and provides large amount of information to parents, schools and others to deal with bullying. Some of the bullying are managed through implication of various laws and regulations of UK government. Instead of this number of strict actions needs to be taken so that an unjust behaviour that affects an individual in negative manner is minimised. Laws that are implemented in this policy made some of the bullying as illegal and these actions should be reported to the policy which includes-
- Violence and assault
- Theft
- Repeated harassment or intimidation
- Crimes that are performed with feeling of hate.
All the educational institutions are set free to adopt these policies. This means that adaptation of policy is compulsory but the process of implication may differ based on the culture and surroundings of the school (Jones, 2016). All these steps taken in UK so that a good behaviour can be introduced among schools and a standard is established so that bullying can be minimised. From the day of introduction of the policy and in the current time number of improvements are made based one the requirements of the changing culture and demand of society in UK.
Issues addressed by Anti-Bullying policy
Bullying is considered as behaviour by an individual or a group of persons, repeated over time that intentionally hurts another individual in physical and emotional manner. Their are several pieces of legislations which are set out so that measures and actions for the educational institutions can take in response to bullying as well as criminal and civil law (Kelly, 2018). The issues that are addressed by the introduction of Anti-Bullying policy are as follows-
- Bullying related to physical appearance.
- Bullying in relation to personal issues in the family of a individual.
- Bullying regarding any physical disability or any mental conditions.
- Bullying physically to hurt intentionally.
- Sexual and emotional bullying.
- Bullying through use of technology such as social media or any online platform.
- Bullying related to colour, faith, belief and religion of an individual.
- Bullying for nationality, cast, culture, cast and ethnicity of an individual.
All these issues are considered in Anti-Bullying policy and all the issues that are considered in the policy are termed as a government's agenda when results of such bullying creates results that destroys life of a child. Government of UK is responsible to ensure good physical and mental health of each and every citizen. This is one of the Equality tool which is available to each and every person. When cases of bullying at schools starts increasing then this attracts government attraction to provide consideration to the issue and making all the required laws and policies in this relation (Mawdsley and Lewis, 2017). Bullying is one of the social issue which is concerned of society as a whole. Government of UK considered importance of the issue and in the year 2006 made a positive step towards bullying. Anti-Bullying policy was introduced with number of set guidelines that each organisation needs to adopt providing services of education. Bullying creates a negative impact on the mental health of the person who is suffering form this.
Schools provides education which is necessary for individual to become more meaningful in day to day operations. When laws that are taught in educational institutions are not implemented their then it creates negative impact to the future young generation. When laws and policies are introduced as anti-bullying policies then reporting for the cases has increased and by taking all the appropriate steps on the national level by government it is minimised over the years.
Discussion of the general framing of the issue and the socio-economic and political context
Inequality issue in UK is taking place on different bases which are race, colour, nationality, income and gender. It is very important for the local authorities of the region to take effective initiatives to deal with it (Meyer, 2019). For the purpose of responding the problems government have formed Anti Bulling Policy under Equality act. It is mainly formed for the purpose of reducing the cases which are taking place due to high level of inequality in United Kingdom on different bases. According to a research the income inequality in year 2019 was unchanged. The percentage of it for the same year was 32.5%. it is based upon the Gini coefficient for disposable income. From the above chart it has been determined that in years before 1990 the level of inequality on the basis of income was very low and with the time it is increased and currently it is more than 30%. It is a major issue which is required to be concerned by the governmental bodies as it is directly leaving negative impacts upon economic growth (Inequality rate in UK, 2020). For year 2018 the percentage for the same was 32.5% which remain unchanged in 2019 which shows that no strict actions or strategies are formulated to deal with it so that negative implications of it could be reduced. In most of the organisations employees are bullied and they do not get appropriate compensation for their work because of increasing level of inequality. To deal with this type of situation anti bulling act is formed by political parties which is highly focused with reduction of bullying, harassment, discrimination and other similar issues.
The level of socio economic equality in UK is very high and it is considered as one of the critical human rights issue which is required to be resolved urgently. It is one of the places which are treated as most economically unequal societies in the world. Due to this human beings face various problems such as negative impacts upon mental and physical health, happiness, self esteem, civic participation and sense of trust. The level of crime rates in such societies is very high as they have very less social mobility. The basis for social economic inequality is earning, income and education (Socio-economic inequality in UK, 2020).
On the other hand, political inequality is threatening the integrity of the democracy of United Kingdom. The rate of participations in elections in decreasing continuously due to this problem in which most of the individuals are not allowed to give vote as they belongs to lower class. In UK certain people have power of influencing political decision making as they get benefits from unequal outcomes of the judgements passed by them. It is very important for legal authorities to deal with this problem and give equal right to the citizens to take part in elections (Political inequality in UK, 2020).
Objectives and Achievement of the Anti-Bullying policy
Establishment of equality throughout the nation needs to be achieved in UK and in order to accomplish such aim various policies dealing with a particular issue is introduced in the nation. Anti-Bullying policy is one of the initiation to generate among all and providing each child an equal opportunity is one of the primary concern of equality. Bullying among children's at schools and other educational premises provide an unjust and unequal opportunities to them. In order to minimise such issues anti bullying policy is introduced among one of the equality act in UK. The main objective of this policy is to making all the possible efforts to prevent and deal with any behaviour deemed as bullying (Myers, 2017). The implementation of this policy provides set guidelines as per law and termed bullying as unacceptable behaviour. This will ensure a safe and secure environment created for everyone in which various activities are performed.
Some of the other objectives of introducing this policy are as follows-

Achievement of this policy form 2006 to the current year has come so far as in the present time number of bullied students are at minimum stage in UK (Myers and Bhopal, 2017). The process of Anti-Bullying policy formulation in relation to generate equality involves several stages which are elaborated in detailed manner as follows-
Problem Identification: Development of a policy takes place so that a problem which is available in the society can be resolved. In order to establish specific policies problem which will be resolved with that policy needs to be identified. In order to generate anti-bullying policy issues that are related to bullying at several places are analysed and evaluated in detailed manner. In this relation records that conforms the issues arising with bully is taken into consideration. Number of cases that are recorded involved bullying is considered as a base and all the issues in these cases are taken into consideration to define laws in this respect.
Policy Formulation: All the issues considering the problems of bullying will be provided with appropriate solutions in the policy formulated in this regards. In the process of policy formulation investigation is performed and identification of all the alternative ways to resolve the issue is considered (Nash and Browne, 2019). Adoption: After formulation of policy it needs to be adopted by the significant organisations of government. All the direction to put the policy into effect is made at this stage. Adoption of policy helps in identifying weakness and strength of the designed policy.
Policy Implementation: Effective adaptation of policy leads to implementation of the policy and this implementation process includes- approval of government officials to proper assistance with government administration. After that efficient implementation of the policy with clear interpretation, a set guidelines for rules and regulations is mentioned.
Policy Evaluation: The last stage in the process of policy formulation is evaluation of the implied policy. Evaluation is performed in different times so that adaptation of required changes can be introduced and their effective implementation can be achieved (Patten, 2018). Evaluation is performed so that their effectiveness can be understand and variance in the actual and targeted results can be identified. This variance needs to be taken into consideration and modification in the policy is made so that results that are important to achieve to generate equality and stop bullying is achieved in most appropriate manner.
Process of framing and formulation of the policy
Rights and responsibilities in relation to framing and formulating policy for general public requires involvement of UK. As government is concerned for all the citizens in equal manner. When the process of framing and formulating a policy is initiated by me then one of the primary concern is to acquire all the relevant information which will become basis on which policy is designed. Huge amount of information is required in this relation so that accuracy can be maintained in policy formulation. All the relevant information that becomes reason for the policy formulation is acquired and initiated. When I will be involved in the process of policy formulation then in that case I need to go through a well defined process which is as follows-
- A situation which generates different number of issues in the society will be identified. Together with this problems created and involvement of uncertainties needs to be identified. All these activities will be performed by me as the person who is involved in the process of formulation a policy at national level (Powell-Jones, 2017).
- All the situation created by the issues considered for policy formulation will be identified and understanding will be created so that analysis can be made to analyse the whole situation in better manner. Whole scenario related to the issue will be made so that formulation of policy can be made by considering all the issues in that particular area.
- When all the information and formulation required for the policy is made the actions that can be taken to deal with the social issues generated in the economy is initiated. As a policy maker I need to consider all the facts and figures that are available with me so that accuracy can be introduced in policy formulation.
- As an individual my own personal knowledge and experience will also be considered when policy is formulated and this will leads to framing a required policy for the nation. All the information required to be considered needs to be taken into consideration so that issues that are considered for policy formulation can be resolved in the best and productive manner (Ullman, 2018).
CONCLUSION

A issue can be small or big but their results needs to be considered in order to formulate laws and policies.
